In 1516, German beer purity law -Reinheitsgebot- decreed that the only ingredients allowed in the brewing of beer are water, hops, malt (barley and wheat), and yeast. Chemical additives sugar, rice, corn, and unmalted barley are prohibited. Several other countries such as Finland and Norway have similar regulations. Many breweries, especially microbreweries and brewpubs, brew under the Reinheitsgebot, which is a strong marketing claim. Encyclopedia of Beer Christine P. Rhodes, editor.
